Basically, a user by the name of jocelynthehedgie25 is trying to get artists (whom they thinks has cool arts) to ask for either a request or a commission.

Deny their request/offer, then they WILL throw a hissy fit and call you names and rude shit and stuff.

If they deleted the comment, then this is what they said to a user named iwaashi who politely denied their request (Bab, I'm so sorry yet again for you to have to deal with people like this);
